Do I need an account? No. You can start right away. Make an account under Profile if you want your progress on more than one phone.
Why only three items a day? Small, daily practice is easier to keep up. The three items mix new phrases with ones that are due for review.
When is a phrase “learned”? After six good reviews spread over a few weeks.
